Understanding What a Phenomenon is Essential in Providing Transformational Teaching in the Next Generation Science Standards. 

Google's Definition:

noun
a fact or situation that is observed to exist or happen, especially one whose cause or explanation is in question.
"glaciers are unique and interesting natural phenomena"

Therefore, a phenomenon for teaching science is a question that is interesting enough to spark students into investigations. During students investigations students will observe, look for data and make inferences in order to test their hypothesis in reference to the phenomenon.
